Seriously .... sounds like it might be a good idea. But then more people would just want to get power leveled so they could do the missions. So .... how would we implement it to make it affective?

Not a bad idea but
I think that pugs (for the most part) self censor / exclude too low of characters already in C1, and in C2 you have to be certain level to have a chance to actully beat the mission.
I would be against making GW:P harder due to the slow lose of population as the new chapters coming out. I can see where you have to do npc's for some quests in the future in C1 unless you part of a large guild that has members that have the campaign you want to do stuff in to help you due to lack of people.

When in crystal desert, lots of ppl are under lvl 17, and they do fine. I did THK with a lvl 17 monk, we did quite well. If your in a group with a low lvl, you can easily click the leave button, or just deal with it.

Its a good idea, but part of the problem is guildies are often helping a new character build finish a mission or doing whatever to bring a character to new areas of the game faster... So Though I agree with the Heart and Inspiration of the idea, I don't think it will be practical in the long run.
Personally I would prefer a lev 10 Human to a lev 13 Henchie... In most cases the human player will react better even if they are lower level...

So if I am a lvl 14 Mesmer, I shouldn't be allowed to try Thunderhead with henchies just because I'm lvl 14. Sorry but it makes no sense to me......
(by the way I did beat the THK as a lvl14 Mes + henchies)

I enforce this on my own. For tyrian quests and missions, I refuse to party with anyone below the level of the henchmen, and if I join a party with one in I will say so and then leave.
For cantha though, I was only level 17 when I reached marketplace on my Rt, yet the henchs were level 20. I did all quests on the way there. So for factions I will accecpt people down to about level 15 in vizunah square (local quater, if I'm in the foreign quater I'll only take level 20s) and I wont bother checking someones level after it since they did manage to beat vizunah with that character.
If someone finds a way to get characters skipping vizunah square, I'll recondiser.
/not signed - If you dont want the low level in your party, dont party with him. Dont ask for a change that will encourage more power-leveling.
